Mr. Gibril Saccoh has been the Director of NASSIT’s Operations Division from March 2000 up to the time he was appointed as Deputy Director General .

Between 1986 and 1988, Mr. Saccoh was appointed as Senior Banking Officer for the National Development Bank, where he worked his way through all the sections in the bank – current accounts, savings and loans departments. He became a “B” signatory in 1987.

Mr. Saccoh worked as Accounts Assistant for Occidental Petroleum (London) between January and September 1992, as Finance Assistant for Finance Services Agency (London) between October 1992 and March 1994, and as Senior Finance Officer, deputizing for the Director of Finance and Administration, Minds in Camden (London) from 1995-1997.

From June 1988 to February 2002, Mr. Saccoh was employed by the European Union in a Consultant capacity as Technical Assistant and Advisor to the Accountant General’s Department (AGD). During this period, he was first Chief Internal Auditor and then Officer in Charge of Pensions Administration, involved with the setting up of the main accounts: salaries/payroll and expenditure and Training of General AGD staff.

He has attended several short courses locally and overseas on Pension and Social Security.

He is married with two children.

He also had special assignments at the Ministry of Education, Science and Technology and the Ministry of Defence.

From June 1996 to May 1997, he served as a Consultant to the Ministry of Finance as a Budget Analyst under the World Bank’s Public Sector Management Support Project. He was also a Financial Management Consultant to the World Bank in Washington between 1997 and 1998.

Mr. Bah was Accountant for Guardship Limited, London, United Kingdom between 1990 and 1993. He was also Accountant for the National Development Bank Limited between 1986 and 1988.

He also worked for KPMG as Audit Assistant, where he was motivated to pursue his accountancy career.

Mr. Bah attended the Albert Academy up to the Upper Sixth Form.

Mr. Ibrahim Bah, a qualified Chartered Accountant, is the Director of Finance and Administration of the National Social Security and Insurance Trust.

Mr. Samba Gbawuru-Mansaray is currently the Director of NASSIT’s Technical Division.

From August 2000 to February 2002, he was an Information Systems Consultant.

Mr. Gbawuru- Mansaray worked as National Y2K Coordinator from August 1999 to March 2000.  He was employed by the Bank of Sierra Leone between February 1978 and July 2000, during which period he worked his way up as Research Officer, Assistant Manager, Data Processing Manager, Officer in-Charge (Systems and Technology Department) and finally as Head, Information Systems.

From 1990-1997, he worked at Fourah Bay College, as Part – time Lecturer, Data Processing, Systems Analysis and Design and also served as External Examiner in Data Processing at IPAM from 1997 to 2001 and 2002-2003

Mr. Gbawuru-Mansaray has attended and participated in several short courses, conferences, seminars, and workshops.

Ms. Thompson spent most of her working life prior to her coming to NASSIT in the University of Sierra Leone.

In 1989-1994- She was Administrative Assistant. In 1994, she was promoted to the position of Assistant Registrar, which position she held till 1998,when she was made Acting Deputy Registrar of the Institute of Public Administration and Management (IPAM).

From 1994 till she left the Institute in 1999, Ms. Thompson offered her services as part-time lecturer, lecturing “Management Principles” in the Institute of Chartered Secretaries and Administration (ICSA)

She was both facilitator and Course Coordinator of the “Women Managers in Action Course” and the “Understanding Total Quality Management Course.”

She lectured “Management” in the “Postgraduate Diploma in Public and Business Administration Course,” the “Social Development Course” and took part in a number of consultancies carried out by the Institute.

Ms. Thompson has participated in a number of training courses, workshops, seminars, and conferences both nationally and internationally.

She has been involved in and continues to be involved in research activities, some of which have been published.

He was a private legal practitioner from 1991 to 1997. Mr. Koroma joined the National Development Bank Limited (NDB) in February 1997 as Legal Counsel and Company Secretary.  At the NDB, he acted respectively as Director of Administration and Managing Director (Officer-in-charge, in the absence of the substantive holder on vacation leave). He was also Chairman of the Editorial Board of the NDB Newsletter.

He graduated with a Bachelor of Laws with Honours (LLB Hons) degree in June, 1989. On attaining the degree of Utter Barrister (B.L.), Mr. Koroma was called to the Sierra Leone Bar on the 20th December 1990 and subsequently enrolled as a Barrister-at-Law and Solicitor of the High Court of Sierra Leone.

Mr. Koroma briefly taught at the Kenema Government School after Graduating with a B.A. Degree from Fourah Bay College in 1985. He attended the Government Secondary School, Bo, from 1975 to 1981. Mr. Koroma is married with one child.

  where she contributed greatly in the Civic Engagement in the formulation of the Sierra Leone Poverty Reduction Strategy Paper (SLPRSP).

While there, she was also actively involved in Public Budget literacy programmes with CSOs and District Budget Oversight Committees.

Mrs. Mansaray also worked as a Banking Officer in both the Banking Supervision and Research Departments of the Bank of Sierra Leone, from May 1999 to January 2003.

FromOctober 1996 – May 1999, she was employed as a Teacher at the Sierra Leone Grammar School.

 Mrs. Mansaray has participated in a number of training courses, workshops, seminars and conferences both nationally and internationally.

She is married with two children.

From January 1994 to October 1995 he served as Administrative Assistant in the planning unit of the University of Sierra Leone. During this period, Mr. Kennah assisted the then planning officer in strategic planning for the University in the 1990’s and beyond. From January to May 1997 he supervised the registration and computerization of the Civil Service of Sierra Leone.

Mr. Kennah later served as administrator in the Eastern Region on a UNDP supported project called “Awareness Raising Project”. On completing this project, he again worked on another UNDP Project – Integrated Approach to Aid Coordination (IAAC) as administrative officer attached to the Human Resource Centre at Fourah Bay College.

He was part time lecturer in Demography at Njala University College during the 2001/2002 academic year. Mr. Kennah was part of a 14-man international team that attended a one-month seminar on “ Preventing Fraud and Corruption” at RIPA International in London from 28th April to 25th May 2003. Before joining NASSIT, he was Senior Prevention Officer at the Anti-Corruption Commission.

Mr Kennah is currently the Area Manager for the Southern Region BO.

Mr. Kennah started his career as a schoolteacher in Kenema at the Ansarul Islamic Secondary School in 1982.

Ms Silla joined the Bank of Sierra Leone as Junior Banking Officer in Debt. She  September 1988 and rose to the rank of Senior Manager, Policy and Domestic Debt. She served in various capacities in the Banking Department, Banking Supervision Department and Internal Audit Division until she left the institution in August 2002

Mr. Dainkeh was a member of the Tripartite Interim Establishment Committee on the setting up of NASSIT and also a member of the Technical Committee on the award and payment of gratuity to dependants of deceased civil servants.

seventeen years of experience in the areas of Administration and Human Resource Management. He worked as Administrative Assistant at the Royal Victoria Hospital Society in Canada. He was Training and Recruitment Manager in the National Power Authority from 1990 to 1996 and was Personnel Manager in the Sierra Leone Postal Services between 1996 and 2002.

He has also been involved with Industrial Relations as former Secretary of the Public Utilities Trade Group Negotiating Council and as representative member of the Board of the Employers Federation, for several years.

Mr. Mans JR is currently pursuing an MBA degree at the University of Sierra Leone.

Mr. Mahmoud Idriss has served as head of NASSIT investments from October 2003 to date.

 

Prior to his appointment as Head of Investments in NASSIT, Mr. Mahmoud Idriss was World Bank Consultant, working as an Economist in the Economic Policy and Research Unit, Ministry of Finance. In 2001, he lectured courses on part time in the Department of Economics, Fourah Bay College.

Mr. Kargbo is currently the Departmental Head, Information Technology and Records Department.

 

He is an experienced computer network and hardware systems engineer. He is also experienced in the design, implementation and configuration of computerized application systems, structured cable network as well as developing databases and software systems.

 

Mr. Kargbo served as part-time lecturer at the Department of Computer Science, Institute of Public Administration and Management (IPAM), University of Sierra Leone from October 2002-2003. From July to December 2001, he worked as Information Technology Coordinator in the Ministry of Development and Economic Planning, where he was very instrumental in the setting up of a resource center and the development of a website and a database for aid coordination in Sierra Leone.

 

He served as Management Information Systems Expert (MIS) for the Poverty Alleviation Strategy Coordinating Office (PASCO) in 2001-2002 established within the Ministry of Development and Economic Planning under the Public Sector Management Support Project II (PSMS) World Bank. He also served as member of the Technical Committee for the development of ICT policy for Sierra Leone.

 

Mr. Kargbo worked as Planning Officer in the Ministry of Development and Economic Planning between 1994 and 1998, where he acquired a wide range of experience in designing national policies, development plans, strategies, programmes and projects, etc.

An active volunteer and trained First Aider in the Red Cross, he served as National Youth Chairman for two consecutive sessions from 1989-1992. Mr. Peters John also attended international workshops such as Action for Youth AIDS workshop in 1990 jointly organized by the Red Cross/Scout Movement in Mukono, Uganda, and the Right of the Child workshop, at a youth camp in Stockholm, Sweden organized by the Swedish Red Cross.
