The
Directorate:
Terms of Reference
Under the overall supervision of the Director General, the
Directorate will coordinate and direct research and actuarial work
and provide advice on investment project activities, provide inputs
and overviews at key stages of projects to ensure that findings are
maintained in a strategic perspective (for monitoring).
Specifically, the Directorate will:

Develop mechanisms
to maximize returns on the Trust’s portfolio within the policy
parameters approved by the Board of Trustees and consistent with
the Investment Policy Statement and Strategy

Supervise the
assessment and selection of investment projects
-
Review and evaluate
the expectations and outcomes of NASSIT investment projects in
relation to the benefits and costs
-
Maintain close
coordination with support areas both within and outside the
Trust to ensure smooth functioning of investment operations
-
In collaboration
with staff in the division, prepare timely reports on
activities, including recommendations for the Investments
Committee and Board of Trustees
-
Coordinate and
supervise periodic evaluation of the scheme and assessment of
long-term financial implications of programs, projects and
policy decisions
-
Supervise the
preparation of corporate and business plans for the Trust as
well departments/divisions and ensure regular monitoring and
evaluation of the implementation of corporate and business plans
-
Play a key role in
the facilitation of national workshops
-
Consider and report
on any other relevant matters
Investment and Projects Management
Terms of Reference
-
Develop the
strategies and tactics to maximize returns on the Trust’s
portfolio within the policy parameters approved by the Board of
Trustees and consistent with the Investment Policy Statement and
Strategy

Carry out analysis
on the selection of investment assets to be included in the
Trust Fund portfolio
-
Collaborate with
the Trust’s investment partners to ensure that planning and
implementation of investment projects are in accordance with the
Trust’s investment policy
-
Manage the
investment of the Trust’s liquid resources
-
Report investment
objectives and results regularly to the Investment Committee and
the Board of Trustees
-
Maintain close
coordination with support areas inside and outside the Trust to
ensure smooth functioning of investment operations
Research, Planning and
Actuarial
Terms of Reference
-
Identifying,
investigating and analyzing issues of relevance to the Trust
with a view to enhancing the operation of the Scheme
-
Develop and
maintain effective systems and procedures for the collection,
compilation, interpretation and dissemination of statistical
data relevant for the operation of the Scheme
-
Reviewing and
reporting statistical summaries of operational activities in
Area Offices and Departments to aid management in decision
making
-
Identifying and
compiling socio-economic, financial and demographic data for use
in actuarial models for the Scheme’s evaluation
-
Responsible for
periodic evaluation of the scheme and assessing long-term
financial implications of programs, projects and policy
decisions
-
Facilitate the
preparation of corporate and business plans for the Trust as
well departments/divisions
-
Carry out regular
monitoring and guiding the implementation of corporate and
business plans as well as providing regular reports on the
performance of various functional areas of the Trust in relation
to specific objectives and targets

Maintain contact
and coordination with similar departments and institutions both
in Sierra Leone and abroad for the exchange of information and
materials
